Excavation in Bowmanville, Newcastle and Clarington

Excavation in Clarington runs under Site Alteration By-law 2024-017, which requires a permit before fill or topsoil is placed, soil is removed or a grade is changed, and bars fill from outside Clarington. Infill lots in Bowmanville and Courtice bring foundations and additions; the hamlets and farms around Hampton, Orono, Kendal and Newtonville bring new homes, long laneways and service trenches on moraine slopes. One crew with its own machines does the work, with an owner on site and the Ontario Dig Authority (formerly Ontario One Call) locate filed.

  • ✓Site services: water, hydro, gas and drainage trenches, backfilled and compacted
  • ✓Rough grading, imported granular and fill where the ground needs it
  • ✓Final grading and site restoration

Driveways, drainage and land work

New driveway or entrance, a wet yard, a slope that needs terracing, a burst water line to the well? You get the machine, the operator and the paperwork in one call.

  • ✓New driveways, entrances and culverts, entrance permit filed for you
  • ✓Trenching for water lines, well lines and yard hydrants
  • ✓Drainage: swales, French drains and regrading that stop the pooling
  • ✓Retaining wall and shoreline excavation, permits coordinated
  • ✓Demolition excavation and haul-away for full-structure tear-downs

We run our own excavators and skid steers, and we dig with the utilities located first, every time. Soil that leaves the site goes to a proper reuse or disposal site under Ontario's excess-soil rules.

We do not do hydrovac, well drilling, fence post holes, paving or concrete forming. If your job is one of those we will point you to someone who does it. If it needs a machine, an operator who owns it, and the permits handled, we are the right call.

Digging in Bowmanville, Newcastle and Clarington: what changes here

Permits and locates

Under By-law 2024-017, a site alteration permit comes before you place or dump fill or topsoil, remove soil or alter the grade, subject to minor exceptions, and no fill may come in from outside Clarington. Breaking the by-law can bring a fine or a court order to remove the fill. Road entrance permits and road occupancy permits for municipal roads go through the Service Clarington portal, alongside the site alteration application. We file each one through the portal and keep the haul inside the Municipality.

The ground you are on

The ground climbs from about 75 metres at Lake Ontario to about 400 metres on the Oak Ridges Moraine north of the watersheds, according to Clarington's Soper Creek study. Most of it is the moraine's South Slope: a drumlinized plain of thin wind-blown sand over till, cut by sharply incised valleys draining south. That means steep cuts near the creeks and variable till under the sand. We check the slope, the till and the water at the site visit and plan the shoring, drainage and spoil before the dig.

The rule that shapes the job

Three conservation authorities share Clarington. CLOCA covers the Bowmanville and Soper Creek watershed, about 170 square kilometres and over a quarter of its jurisdiction. Ganaraska's watersheds start at Wilmot Creek and run east, and Kawartha Conservation covers the northern edge. In each one's regulated area, grading, fill and structures take that authority's permit under Ontario Regulation 41/24. We confirm which authority covers your lot before the work is priced.

For municipal roads, Clarington, through its Service Clarington portal, which also handles road occupancy permits. Regional and provincial roads have their own offices. We apply to whichever owns the road.
