Shoreline restoration on Sturgeon Lake

Shoreline restoration on Sturgeon Lake means working on tight lots: about 1,800 homes and cottages share roughly 100 km of shore, one of the most heavily developed shorelines in the Kawartha Lakes. We work for waterfront owners from Fenelon Falls and Sturgeon Point to Pleasant Point, Bobcaygeon and the Scugog River below Lindsay. If your bank is slumping, an old wall has failed or ice has shoved the shore around, we re-slope it, armour it with river rock and replant it.

Shoreline restoration

Bank washing into the lake, an old wall leaning out, ice shoving the stone around every spring? You get a shoreline rebuilt to hold, in the form the permit offices approve.

  • ✓Eroded banks re-sloped and armoured with river rock on a 3:1 slope
  • ✓Failed timber, concrete and stone walls taken out
  • ✓Native planting and a no-mow buffer that roots the bank
  • ✓Armour stone steps and seating walls up the bank to the water
  • ✓Machine and stone access planned, the site restored when we leave

The permits, handled

On the Kawartha lakes most shoreline jobs need two approvals, and the calendar matters as much as the paperwork. You sign; we prepare and file.

  • ✓Your survey checked for a City shoreline road allowance
  • ✓Pre-consultation and permit with Kawartha Conservation or Otonabee Conservation
  • ✓Parks Canada in-water and shoreline works application on Trent-Severn lakes
  • ✓The build timed to the fish-spawning window
  • ✓Every approval in hand before a machine touches the bank

We run our own excavators and skid steers, so the grading, the stone and the planting are one crew's work, with an owner on site every day.

We design to what the conservation authority and Parks Canada approve. If what you picture is a vertical armour stone wall at the waterline, you hear at the first visit what gets permitted instead, before you spend a dollar on drawings.

Shorelines on Sturgeon Lake: what the permits allow

Who signs off

Sturgeon Lake sits entirely inside the City of Kawartha Lakes, and Kawartha Conservation regulates its shore under O. Reg. 41/24, in force since April 1, 2024. Shoreline work is not on its streamlined list, so it runs on the standard clock: 14 days to deem a minor application complete and 21 to issue, or 21 and 28 for a major one. Its permit FAQ says vertical shoreline retaining walls, armour stone included, are not permitted. Parks Canada issues a separate Trent-Severn permit. The City sells unopened shoreline road allowances at $9.00 per sq ft on the lake and $3.50 on the Scugog River.

What gets approved

Sturgeon covers about 47 km², with a mean depth of 3.5 m, a maximum of about 10.6 m and roughly 100 km of shoreline. Dams at Bobcaygeon, site of the first lock on the Trent-Severn in 1833, raised the lake about six feet and backed water up the Emily Creek, McLaren Creek and Scugog River outlets. Cameron Lake supplies 72% of the inflow through Fenelon Falls and the Scugog River 16%. Parks Canada holds a summer operating level of 247.75 m and draws the lake down through fall and winter. The lake plan lists loss of shoreline to ice and wave erosion among local concerns.

The calendar

The Sturgeon Lake Management Plan singles out the western shore just south of Long Beach, where dense building near the water and lake ice moving back and forth cost owners soil and frontage. Lots are tight across the lake: about 46 buildings per km, average frontage just over 20 m, and over 25% of the water's edge already concrete, lawn, armour stone or steel. The plan's target is half of all residences with more than 25% of their shoreline naturalized at least 3 m back from the water.

Shoreline restoration on Sturgeon Lake: your questions answered

Can I build an armour stone wall at the water on Sturgeon Lake?

Not a vertical one. Kawartha Conservation does not permit vertical shoreline retaining walls, armour stone included. It allows armour stone upland, about 1 m back from the normal high-water mark, with sloped rock at the toe. That is how we use it: steps and seating walls up the bank, river rock at the water.

When can shoreline work be done on Sturgeon Lake?

Sturgeon holds walleye, muskellunge and bass. In southern Ontario, DFO restricts in-water work from March 15 to July 15 where walleye and bass share a lake, and Parks Canada permits can pause work for spawning. Parks Canada asks for applications several months ahead, so we file early and time the build to the open window.

How much does shoreline restoration cost on Sturgeon Lake?

Most of our shoreline builds start around $20,000. Frontage, how far the bank has slumped, whether a failed wall comes out and how many armour stone steps go in move the number. The road allowance is separate: the City charges $9.00 per sq ft on the lake, $3.50 on the Scugog River. We price it at the free consult.

Do I need a permit to fix my shoreline?

On the Kawartha lakes, almost always two. Parks Canada permits all work on the bed and waters of the Trent-Severn lakes, including shoreline stabilization, and the conservation authority permits work in its regulated area along the shore. We prepare and file both.

Can I put an armour stone wall at the water's edge?

Kawartha Conservation's published guidance steers away from hardened shorelines, meaning retaining walls, sheet piles and armour stone at the water's edge. What it recommends is river rock in mixed sizes on a 3:1 slope along the natural contour, native plants and a no-mow buffer. We design to that, and put armour stone where it earns its place: steps, seating walls and terraces up the bank.

When can the work happen?

On lakes that hold walleye and bass, which is most of the Kawarthas, Fisheries and Oceans Canada's timing window keeps in-water work off-limits from March 15 to July 15 while fish spawn. Parks Canada permits are valid for one year, so we file in fall or winter and schedule the build for the open window.

How long do the permits take?

Kawartha Conservation publishes its timelines: a streamlined permit is checked for completeness in 10 days and issued within 14 more, a standard minor permit in 14 plus 21 days. Parks Canada asks for applications several months before the start date. That is why fall is the time to start.

Can you take out an old wall?

Yes. Removing a failed timber, concrete or stone wall is shoreline work too, so it goes through the same permits, and the bank is re-sloped and planted where the wall stood.

How is a shoreline priced?

By the length of frontage, the slope, how machines and stone get to the water, and what the permits require. You get a written price after the site visit, with the permit work priced in the same quote.
