Shoreline restoration on Fairy, Peninsula and Vernon Lakes

Shoreline restoration in Huntsville covers Fairy, Peninsula and Vernon lakes, Mary Lake down to Port Sydney, and Lake of Bays from Dwight and Baysville to Dorset. Huntsville and Lake of Bays both regulate the shore through community planning permit by-laws, so a shoreline job here starts as a permit file. We take out failed walls and cribs, re-slope the bank on a gentle grade with mixed stone, and plant it back, with an owner on every job.

Shoreline restoration

Bank washing into the lake, an old wall leaning out, ice shoving the stone around every spring? You get a shoreline rebuilt to hold, in the form the permit offices approve.

  • ✓Eroded banks re-sloped and armoured with river rock on a 3:1 slope
  • ✓Failed timber, concrete and stone walls taken out
  • ✓Native planting and a no-mow buffer that roots the bank
  • ✓Armour stone steps and seating walls up the bank to the water
  • ✓Machine and stone access planned, the site restored when we leave

The permits, handled

On the Kawartha lakes most shoreline jobs need two approvals, and the calendar matters as much as the paperwork. You sign; we prepare and file.

  • ✓Your survey checked for a City shoreline road allowance
  • ✓Pre-consultation and permit with Kawartha Conservation or Otonabee Conservation
  • ✓Parks Canada in-water and shoreline works application on Trent-Severn lakes
  • ✓The build timed to the fish-spawning window
  • ✓Every approval in hand before a machine touches the bank

We run our own excavators and skid steers, so the grading, the stone and the planting are one crew's work, with an owner on site every day.

We design to what the conservation authority and Parks Canada approve. If what you picture is a vertical armour stone wall at the waterline, you hear at the first visit what gets permitted instead, before you spend a dollar on drawings.

Shorelines on Fairy, Peninsula and Vernon Lakes: what the permits allow

Who signs off

Muskoka has no conservation authority. In Huntsville, Community Planning Permit By-law 2022-97 makes filling, dredging and any other shoreline alteration a permit matter, and erosion control work is designed by a qualified professional and keeps the shore as natural as feasible. Lake of Bays runs Community Planning Permit By-law 2021-111, where new work in a shoreline activity area takes a Class 1 permit and repairs to existing structures do not. Shore lands below the high-water mark fall under the Public Lands Act, so a new erosion control structure also takes a ministry work permit. We prepare and file each one.

What gets approved

The District mapped the floodplains of Lake Vernon, Peninsula, Fairy and Mary lakes in 2020 and Lake of Bays in 2023, and on every Muskoka lake it draws one static 100-year flood level along the whole shore. The floods of record came in spring 2013 and 2019, when melting snowpack and heavy April rain pushed flows to records across most of the basin. Vernon, Peninsula and Fairy are managed as one lake group. Huntsville's by-law treats any slope over 30% with a drop of 3 m or more as steep, keeping development 15 m back from the top of bank.

The calendar

Huntsville's by-law keeps a natural shoreline buffer across at least 75% of a lot's frontage, 15 m deep, and 30 m deep on Peninsula Lake, Harp Lake and any other at-capacity lake trout lake, with only dead vegetation removed and a 2 m path to the water. On those at-capacity lakes, development other than a dock stays 30 m back from the high water mark, with no variation allowed. Clearing within 20 m of a shoreline, or 30 m on a lake trout lake, takes a permit. We plant the buffer back and keep the path.

Shoreline restoration on Fairy, Peninsula and Vernon Lakes: your questions answered

Can I build armour stone retaining walls up my bank on Lake of Bays?

Under By-law 2021-111, walls under 1 m are allowed in any yard. Stepped walls up to 1 m each, at least 2 m apart with plants between them that grow to 1 m, count as one wall and need no staff permit; tighter cascades are not as-of-right. We lay out armour stone seating walls to those numbers.

Who approves shoreline work on Lake of Bays?

The Township does, through By-law 2021-111, which keeps 75% of the frontage natural to a depth of 15 m and caps the shoreline activity area at 25% of the frontage and 23 m. A new erosion control structure on shore lands also takes a ministry work permit, and Muskoka has no conservation authority. We file both.

Why did my Fairy Lake or Mary Lake shoreline flood in 2019?

The District's floodplain study records that a melting snowpack and significant April rain produced flood flows of record across most of the Muskoka River basin in spring 2019, after flooding in 2013 and high water in 2016, and water management plans are not designed to manage floods. We rebuild the bank with stone at the toe and roots above.

Do I need a permit to fix my shoreline?

On the Kawartha lakes, almost always two. Parks Canada permits all work on the bed and waters of the Trent-Severn lakes, including shoreline stabilization, and the conservation authority permits work in its regulated area along the shore. We prepare and file both.

Can I put an armour stone wall at the water's edge?

Kawartha Conservation's published guidance steers away from hardened shorelines, meaning retaining walls, sheet piles and armour stone at the water's edge. What it recommends is river rock in mixed sizes on a 3:1 slope along the natural contour, native plants and a no-mow buffer. We design to that, and put armour stone where it earns its place: steps, seating walls and terraces up the bank.

When can the work happen?

On lakes that hold walleye and bass, which is most of the Kawarthas, Fisheries and Oceans Canada's timing window keeps in-water work off-limits from March 15 to July 15 while fish spawn. Parks Canada permits are valid for one year, so we file in fall or winter and schedule the build for the open window.

How long do the permits take?

Kawartha Conservation publishes its timelines: a streamlined permit is checked for completeness in 10 days and issued within 14 more, a standard minor permit in 14 plus 21 days. Parks Canada asks for applications several months before the start date. That is why fall is the time to start.

Can you take out an old wall?

Yes. Removing a failed timber, concrete or stone wall is shoreline work too, so it goes through the same permits, and the bank is re-sloped and planted where the wall stood.

How is a shoreline priced?

By the length of frontage, the slope, how machines and stone get to the water, and what the permits require. You get a written price after the site visit, with the permit work priced in the same quote.
