Shoreline restoration on Lake Simcoe south shore

Shoreline restoration in Georgina covers Lake Simcoe's south shore from Keswick on Cook's Bay through Willow Beach, Jackson's Point and Sutton to Pefferlaw. Along Lake Drive North and East, the strip between the road and the water is often Town road allowance, and the Town targeted its first shoreline parcel sales to owners for summer 2026. We take out failed walls, re-slope the bank on a gentle grade with mixed stone, and plant a no-mow buffer, with the permits filed for you.

Shoreline restoration

Bank washing into the lake, an old wall leaning out, ice shoving the stone around every spring? You get a shoreline rebuilt to hold, in the form the permit offices approve.

  • ✓Eroded banks re-sloped and armoured with river rock on a 3:1 slope
  • ✓Failed timber, concrete and stone walls taken out
  • ✓Native planting and a no-mow buffer that roots the bank
  • ✓Armour stone steps and seating walls up the bank to the water
  • ✓Machine and stone access planned, the site restored when we leave

The permits, handled

On the Kawartha lakes most shoreline jobs need two approvals, and the calendar matters as much as the paperwork. You sign; we prepare and file.

  • ✓Your survey checked for a City shoreline road allowance
  • ✓Pre-consultation and permit with Kawartha Conservation or Otonabee Conservation
  • ✓Parks Canada in-water and shoreline works application on Trent-Severn lakes
  • ✓The build timed to the fish-spawning window
  • ✓Every approval in hand before a machine touches the bank

We run our own excavators and skid steers, so the grading, the stone and the planting are one crew's work, with an owner on site every day.

We design to what the conservation authority and Parks Canada approve. If what you picture is a vertical armour stone wall at the waterline, you hear at the first visit what gets permitted instead, before you spend a dollar on drawings.

Shorelines on Lake Simcoe south shore: what the permits allow

Who signs off

LSRCA regulates the Georgina shore under O. Reg. 41/24, in force since April 1, 2024, and on February 1, 2027 that role passes to the new Lake Huron Regional Conservation Authority under Bill 97. LSRCA's guidelines generally refuse concrete, sheet steel, railway ties, pressure-treated lumber, gabion baskets and terracing on the Lake Simcoe shore, and favour planting, bioengineering and granite boulders that keep the natural contour. Surplus excavated fill leaves the regulated area. On Lake Drive North and East, where the shoreline is still Town road allowance, replacing or expanding a structure takes the Town's approval. We prepare and file each application.

What gets approved

LSRCA's Black River plan describes the Simcoe Lowlands south of the lake as flooded by glacial Lake Algonquin and floored by sand, silt and clay, with a swampy sandy plain under organic deposits in the valley just south of the lake. The Maskinonge River enters Cook's Bay at Keswick, halfway up its east shore, and the Black River reaches the lake at Sutton. LSRCA's plant surveys flag Cook's Bay for high plant biomass. LSRCA sets Lake Simcoe's average annual high water mark at 219.15 m and the highest recorded level at 219.50 m.

The calendar

Along Lake Drive North and East, title to the strip between the road and the lake has long been unclear. Under the Town's Lake Drive Shoreline Action Plan, owners directly across the road can buy their parcel, about $10,000 on average, payable over three years at 3%. Parcels with competing title claims wait on court orders that run into 2027, and sold parcels carry a Town easement for erosion work. Where the land stays road allowance, existing structures cannot be replaced or expanded without Town approval.

Shoreline restoration on Lake Simcoe south shore: your questions answered

Who owns the shoreline across Lake Drive in Georgina?

It depends on the section. The Town counts about 30 sections of shoreline land in its Action Plan area; four have been confirmed privately owned, and others stay Town road allowance or need a court order before any sale. Council set the final costs in April 2026. We check your parcel's status before drawing the plan.

Can I build a new retaining wall at the water in Keswick or Sutton?

LSRCA's guidelines generally do not permit concrete, sheet steel, railway ties, pressure-treated lumber, gabion baskets or terracing on Lake Simcoe, and they call for natural treatments such as planting, bioengineering and granite boulders that keep the natural contour. We remove the failed wall and rebuild the bank as a planted stone slope.

Why is Cook's Bay so weedy in front of my place?

LSRCA's lake surveys single out Cook's Bay for high plant biomass, which has roughly tripled since the 1980s as zebra mussels cleared the water, and Ontario detected invasive water soldier there in July 2024. Our work stays on the bank: stone at the toe and native plants above it to hold soil out of the bay.

Do I need a permit to fix my shoreline?

On the Kawartha lakes, almost always two. Parks Canada permits all work on the bed and waters of the Trent-Severn lakes, including shoreline stabilization, and the conservation authority permits work in its regulated area along the shore. We prepare and file both.

Can I put an armour stone wall at the water's edge?

Kawartha Conservation's published guidance steers away from hardened shorelines, meaning retaining walls, sheet piles and armour stone at the water's edge. What it recommends is river rock in mixed sizes on a 3:1 slope along the natural contour, native plants and a no-mow buffer. We design to that, and put armour stone where it earns its place: steps, seating walls and terraces up the bank.

When can the work happen?

On lakes that hold walleye and bass, which is most of the Kawarthas, Fisheries and Oceans Canada's timing window keeps in-water work off-limits from March 15 to July 15 while fish spawn. Parks Canada permits are valid for one year, so we file in fall or winter and schedule the build for the open window.

How long do the permits take?

Kawartha Conservation publishes its timelines: a streamlined permit is checked for completeness in 10 days and issued within 14 more, a standard minor permit in 14 plus 21 days. Parks Canada asks for applications several months before the start date. That is why fall is the time to start.

Can you take out an old wall?

Yes. Removing a failed timber, concrete or stone wall is shoreline work too, so it goes through the same permits, and the bank is re-sloped and planted where the wall stood.

How is a shoreline priced?

By the length of frontage, the slope, how machines and stone get to the water, and what the permits require. You get a written price after the site visit, with the permit work priced in the same quote.
