Landscaping in Millbrook and Cavan Monaghan

Landscaping in Millbrook and Cavan Monaghan now comes with two local rules most owners have not met yet. Since 2026, clearing trees in the Township's sensitive natural areas falls under a Woodland Management By-law, and the fill by-law gives topsoil for lawns and gardens only a small exemption. The rolling Moraine hills in the southwest and the creek valley through Millbrook shape the grading on top of that.

Patios, walkways and walls

The stone you walk on every day, laid on a base built to stay flat through a Kawartha winter.

  • ✓Natural stone, flagstone and interlock patios
  • ✓Walkways, front entrances and stone steps
  • ✓Armour stone and block retaining walls
  • ✓Pool surrounds
  • ✓Grading, drainage and sod to finish the yard

Outdoor living

The pieces that turn a yard into the place everyone ends up on a summer night.

  • ✓Fire pits and seating areas
  • ✓Pergolas and privacy screens
  • ✓Outdoor kitchens
  • ✓Decks and fences

We run our own excavators and skid steers, so the base under your patio is dug, graded and compacted by the same crew that lays the stone. The base is what decides whether a patio stays flat through freeze and thaw.

Walls that need them get structural drawings and a permit before we dig, and every build ends with a walk-through and a written warranty contract.

Building yards in Millbrook and Cavan Monaghan: what changes here

Permits and locates

Cavan Monaghan's Woodland Management By-law, No. 2026-38, applies in sensitive natural areas, meaning woodlands, significant wetlands and land in or near the natural heritage system. It covers clear cutting over 0.2 hectares, or a cluster of five or more healthy, non-invasive trees at least 15 centimetres wide. Single trees, dead, diseased, hazardous or invasive trees, and removals needed for an approved building permit are exempt. Locates go to the Ontario Dig Authority (formerly Ontario One Call) before we dig.

The ground you are on

The Official Plan describes the Moraine's rolling hills and the old farm buildings and fields as the character of the rural township, and Millbrook's historic core lies in Baxter Creek's flood area. On hillside lots, a level patio usually means cutting into the slope and holding it with a wall, and near the creek every grade change is checked against the flood line. We set the base and the wall drainage to the ground we find.

The rule that shapes the build

The fill by-law's landscaping exemption is narrow. Soil for lawn dressing, landscaping or garden beds is exempt only if it raises the ground 20 centimetres or less, keeps 60 centimetres back from every property line, does not change drainage toward a neighbour, and stays under 50 cubic metres a calendar year. A bigger regrade takes a fill permit, which we apply for.

Landscaping in Millbrook and Cavan Monaghan: your questions answered

Can I take trees down to make room for a patio?

Often. A single tree, or dead, diseased, hazardous or invasive trees, are exempt from the Woodland Management By-law. Clearing a cluster of five or more healthy trees in a sensitive natural area is not, so we check your lot against the mapping before the design is final.

Does my retaining wall need a building permit?

The Township lists retaining walls over 1 metre of exposed height that sit next to public property, next to an access to a building, or on private property the public is admitted to. Those take a building permit and a design. We tell you at the first visit whether yours is one.

How much topsoil can I bring in without a permit?

Under the fill by-law, up to 50 cubic metres in a calendar year for lawns and gardens, raising the ground no more than 20 centimetres and staying 60 centimetres off the lot lines. More than that, we file the fill permit.

What do you build?

Patios and walkways in natural stone, flagstone and interlock, armour stone and block retaining walls, stone steps, pool surrounds, fire pits, pergolas and privacy screens, outdoor kitchens, decks and fences, plus the grading and sod that finish it.

How does pricing work?

The first visit gives you rough numbers. After the design meeting you get a detailed quote, a 10% deposit locks the scope and materials, and the final quote is the exact price for the job.

What size of project do you take on?

Most builds start around $20,000, from a patio and wall up to a full backyard at $150,000 and more.

When can you start?

One crew builds a limited number of yards each season. Designs signed over the winter are scheduled first for spring.

Do I need a permit?

Most patios and garden walls do not. A retaining wall over 1 metre of exposed height next to public property, access to a building, or private property the public is admitted to is a designated structure under the Ontario Building Code: it is designed to the Code's structural rules and takes a building permit, and we arrange the engineering. Anything close to the water needs the conservation authority's permit first. We check at the first visit.

Who is on site?

One or both of the owners, every day of the build, managing the job and keeping you and your neighbours in the loop.

Other areas and services

Every page has the local permit office, the ground and the rules for that area.
