Shoreline restoration on Lake Simcoe west shore

Shoreline restoration in Barrie and along Lake Simcoe's west shore takes us around Kempenfelt Bay, up the Oro-Medonte lakefront through Shanty Bay to Hawkestone, and down the Innisfil shore from Big Bay Point to Alcona. Lakefront building has claimed most of the natural edge here: LSRCA found only 9% of the shoreline in the Hawkestone Creek subwatershed still under natural cover. We take failed walls out, re-slope the bank on a gentle grade with mixed stone, and plant a no-mow buffer behind it.

Shoreline restoration

Bank washing into the lake, an old wall leaning out, ice shoving the stone around every spring? You get a shoreline rebuilt to hold, in the form the permit offices approve.

  • ✓Eroded banks re-sloped and armoured with river rock on a 3:1 slope
  • ✓Failed timber, concrete and stone walls taken out
  • ✓Native planting and a no-mow buffer that roots the bank
  • ✓Armour stone steps and seating walls up the bank to the water
  • ✓Machine and stone access planned, the site restored when we leave

The permits, handled

On the Kawartha lakes most shoreline jobs need two approvals, and the calendar matters as much as the paperwork. You sign; we prepare and file.

  • ✓Your survey checked for a City shoreline road allowance
  • ✓Pre-consultation and permit with Kawartha Conservation or Otonabee Conservation
  • ✓Parks Canada in-water and shoreline works application on Trent-Severn lakes
  • ✓The build timed to the fish-spawning window
  • ✓Every approval in hand before a machine touches the bank

We run our own excavators and skid steers, so the grading, the stone and the planting are one crew's work, with an owner on site every day.

We design to what the conservation authority and Parks Canada approve. If what you picture is a vertical armour stone wall at the waterline, you hear at the first visit what gets permitted instead, before you spend a dollar on drawings.

Shorelines on Lake Simcoe west shore: what the permits allow

Who signs off

The Lake Simcoe Region Conservation Authority regulates this shore under O. Reg. 41/24, in force since April 1, 2024. Bill 97 folds LSRCA and Nottawasaga Valley into the new Lake Huron Regional Conservation Authority on February 1, 2027, and a permit application filed before then carries over. Parks Canada sets the lake level, but its list of Trent-Severn waterbodies under its jurisdiction names the channel from the Talbot dam to Lake Simcoe, not the lake. LSRCA points work on Crown land to MNRF and work on the lakebed to DFO. Innisfil lakefront lots also take a Town permit. We prepare and file each one.

What gets approved

LSRCA maps the Oro-Medonte lowlands as sand laid down by glacial Lake Algonquin, running down the lakeshore and pinching out south of Shanty Bay. The uplands behind are Newmarket Till, silt to sandy silt, with old shore bluffs and terraces on their flanks. At Carthew Bay the bottom drops away quickly from shore. Parks Canada manages the lake through the Trent-Severn, and LSRCA records a swing of 0.4 to 0.5 m in a year, highest April to June, with a historic range of about 218.4 to 219.5 m.

The calendar

LSRCA measures the Lake Simcoe erosion hazard as a stable slope of 3 horizontal to 1 vertical plus a 15 m allowance for 100 years of recession, applied to every stretch of the lake's shore except dynamic beaches. Its guidelines also allow no new groynes or breakwaters in Lake Simcoe. On the bluffs and terraces of the west shore, that puts the fix on the bank itself: a gentle slope along the natural contour, stone at the toe, roots above it.

Shoreline restoration on Lake Simcoe west shore: your questions answered

Does Parks Canada issue the shoreline permit on Lake Simcoe?

Parks Canada manages Lake Simcoe's level through the Trent-Severn, but its list of waterbodies under its in-water jurisdiction names the channel from the Talbot dam to the lake, not Lake Simcoe itself. On the west shore the bank permit comes from LSRCA. We confirm every approval your lot carries and file them.

Do I need a Town permit for shoreline work in Innisfil?

Yes, on a residential lot with Lake Simcoe frontage. Council approved the Community Planning Permit By-law in June 2025, and shoreline work, grading and fill, and tree and vegetation removal on those lots now go through one Town permit, with LSRCA's forms filed alongside. We prepare both applications.

How close to Lake Simcoe can I build in Oro-Medonte?

In the Shoreline Residential zone, By-law 97-95 sets a 20 m minimum rear yard setback from the average high-water mark of Lake Simcoe. A 2025 application went to a minor variance hearing for a pool at 15 m and a retaining wall at 11 m. We draw that line on the site plan before any armour stone goes in.

Do I need a permit to fix my shoreline?

On the Kawartha lakes, almost always two. Parks Canada permits all work on the bed and waters of the Trent-Severn lakes, including shoreline stabilization, and the conservation authority permits work in its regulated area along the shore. We prepare and file both.

Can I put an armour stone wall at the water's edge?

Kawartha Conservation's published guidance steers away from hardened shorelines, meaning retaining walls, sheet piles and armour stone at the water's edge. What it recommends is river rock in mixed sizes on a 3:1 slope along the natural contour, native plants and a no-mow buffer. We design to that, and put armour stone where it earns its place: steps, seating walls and terraces up the bank.

When can the work happen?

On lakes that hold walleye and bass, which is most of the Kawarthas, Fisheries and Oceans Canada's timing window keeps in-water work off-limits from March 15 to July 15 while fish spawn. Parks Canada permits are valid for one year, so we file in fall or winter and schedule the build for the open window.

How long do the permits take?

Kawartha Conservation publishes its timelines: a streamlined permit is checked for completeness in 10 days and issued within 14 more, a standard minor permit in 14 plus 21 days. Parks Canada asks for applications several months before the start date. That is why fall is the time to start.

Can you take out an old wall?

Yes. Removing a failed timber, concrete or stone wall is shoreline work too, so it goes through the same permits, and the bank is re-sloped and planted where the wall stood.

How is a shoreline priced?

By the length of frontage, the slope, how machines and stone get to the water, and what the permits require. You get a written price after the site visit, with the permit work priced in the same quote.
