Shoreline restoration on Lake Couchiching

Shoreline restoration on Lake Couchiching runs from the Atherley Narrows, home of the Mnjikaning Fish Weirs with stakes carbon-dated past 5,000 years, up the Orillia waterfront and both shores to Washago and the Severn. We work for cottage and year-round owners in Orillia, Atherley, Longford Mills, the Westshore and Washago. Where a bank has slumped or an old wall has failed, we take the wall out, re-slope the bank on a gentle grade with mixed stone and plant it back.

Shoreline restoration

Bank washing into the lake, an old wall leaning out, ice shoving the stone around every spring? You get a shoreline rebuilt to hold, in the form the permit offices approve.

  • ✓Eroded banks re-sloped and armoured with river rock on a 3:1 slope
  • ✓Failed timber, concrete and stone walls taken out
  • ✓Native planting and a no-mow buffer that roots the bank
  • ✓Armour stone steps and seating walls up the bank to the water
  • ✓Machine and stone access planned, the site restored when we leave

The permits, handled

On the Kawartha lakes most shoreline jobs need two approvals, and the calendar matters as much as the paperwork. You sign; we prepare and file.

  • ✓Your survey checked for a City shoreline road allowance
  • ✓Pre-consultation and permit with Kawartha Conservation or Otonabee Conservation
  • ✓Parks Canada in-water and shoreline works application on Trent-Severn lakes
  • ✓The build timed to the fish-spawning window
  • ✓Every approval in hand before a machine touches the bank

We run our own excavators and skid steers, so the grading, the stone and the planting are one crew's work, with an owner on site every day.

We design to what the conservation authority and Parks Canada approve. If what you picture is a vertical armour stone wall at the waterline, you hear at the first visit what gets permitted instead, before you spend a dollar on drawings.

Shorelines on Lake Couchiching: what the permits allow

Who signs off

Lake Couchiching sits outside the usual conservation authority setup: LSRCA's jurisdiction leaves out the City of Orillia. Orillia's permit guide for shoreline structures lists the Ministry of Natural Resources' Midhurst District and Transport Canada, since Couchiching falls under the Navigation Protection Program. Severn's permit guide asks for Trent-Severn or ministry permission before any shoreline building or repair. Under the Public Lands Act, a new erosion control structure on shore lands takes a ministry work permit. On the Ramara shore we confirm whether LSRCA's regulated area reaches your lot. We prepare and file each application.

What gets approved

The Narrows between Lake Simcoe and Lake Couchiching hold the Mnjikaning Fish Weirs on the lake bottom; the navigation channel was first dredged in 1856 to 1857, and a third channel has been largely filled in by modern development. The lake drains through Lock 42 near Washago, with an average lift of 6.2 m, and on April 11, 2025 Parks Canada opened its discharge valves to cut higher-than-normal levels on Lakes Simcoe and Couchiching. Severn's Official Plan flags flood-susceptible shoreline along Lake Couchiching and puts the middle of the township on the contact between Precambrian Shield and till plain.

The calendar

Orillia's Zoning By-law 2014-44 lays a Shoreline Buffer Overlay Zone 15 m deep along every lot fronting Lake Couchiching, measured from the normal or controlled high water mark, against 30 m on Lake Simcoe. Buildings and structures can cover no more than 25% of it, and when the City issues a building permit for a shoreline structure, the rest of the buffer is restored and kept in natural, self-sustaining vegetation, unless the shore is natural beach or bare rock. We build the planting and no-mow buffer to that line.

Shoreline restoration on Lake Couchiching: your questions answered

Do I need a conservation authority permit for shoreline work in Orillia?

LSRCA, the conservation authority for the Lake Simcoe watershed, leaves the City of Orillia out of its jurisdiction. The approvals come from the City, the Ministry of Natural Resources for shore lands, and Transport Canada where the Navigation Protection Program applies to the work. We sort out which ones your lot carries and file them.

Can I repair my old shoreline wall on Lake Couchiching without a provincial permit?

Ontario lets you maintain or replace an existing erosion control structure on shore lands without a work permit if it keeps the same footprint, the work is registered first and spawning periods are avoided; in the Lake Simcoe watershed outside LSRCA's area, a permit applies regardless. A new or larger structure takes a work permit. We register or apply.

Does Parks Canada permit shoreline work on Lake Couchiching?

Parks Canada's list of Trent-Severn waterbodies under its jurisdiction names the channel between Lake Couchiching and the Severn River, not the lake itself. Severn's permit guide asks for Trent-Severn or ministry permission, and Orillia's lists the ministry. We confirm which office covers your frontage before drawing the plan.

Do I need a permit to fix my shoreline?

On the Kawartha lakes, almost always two. Parks Canada permits all work on the bed and waters of the Trent-Severn lakes, including shoreline stabilization, and the conservation authority permits work in its regulated area along the shore. We prepare and file both.

Can I put an armour stone wall at the water's edge?

Kawartha Conservation's published guidance steers away from hardened shorelines, meaning retaining walls, sheet piles and armour stone at the water's edge. What it recommends is river rock in mixed sizes on a 3:1 slope along the natural contour, native plants and a no-mow buffer. We design to that, and put armour stone where it earns its place: steps, seating walls and terraces up the bank.

When can the work happen?

On lakes that hold walleye and bass, which is most of the Kawarthas, Fisheries and Oceans Canada's timing window keeps in-water work off-limits from March 15 to July 15 while fish spawn. Parks Canada permits are valid for one year, so we file in fall or winter and schedule the build for the open window.

How long do the permits take?

Kawartha Conservation publishes its timelines: a streamlined permit is checked for completeness in 10 days and issued within 14 more, a standard minor permit in 14 plus 21 days. Parks Canada asks for applications several months before the start date. That is why fall is the time to start.

Can you take out an old wall?

Yes. Removing a failed timber, concrete or stone wall is shoreline work too, so it goes through the same permits, and the bank is re-sloped and planted where the wall stood.

How is a shoreline priced?

By the length of frontage, the slope, how machines and stone get to the water, and what the permits require. You get a written price after the site visit, with the permit work priced in the same quote.
