Shoreline restoration on Gull Lake and the Minden lakes

Shoreline restoration on Gull Lake answers to Haliburton's own set of approvals. Gull Lake is a Trent-Severn reservoir in the Gull River system, lowered each fall and refilled each spring, so the bank takes ice and a moving waterline every year. The County of Haliburton signs off on the land and the Ministry of Natural Resources below the high-water mark. Eroded banks get rebuilt with river rock, native planting and stone steps, dug with our own machines, with an owner on every job and the permits filed for you.

Shoreline restoration

Bank washing into the lake, an old wall leaning out, ice shoving the stone around every spring? You get a shoreline rebuilt to hold, in the form the permit offices approve.

  • ✓Eroded banks re-sloped and armoured with river rock on a 3:1 slope
  • ✓Failed timber, concrete and stone walls taken out
  • ✓Native planting and a no-mow buffer that roots the bank
  • ✓Armour stone steps and seating walls up the bank to the water
  • ✓Machine and stone access planned, the site restored when we leave

The permits, handled

On the Kawartha lakes most shoreline jobs need two approvals, and the calendar matters as much as the paperwork. You sign; we prepare and file.

  • ✓Your survey checked for a City shoreline road allowance
  • ✓Pre-consultation and permit with Kawartha Conservation or Otonabee Conservation
  • ✓Parks Canada in-water and shoreline works application on Trent-Severn lakes
  • ✓The build timed to the fish-spawning window
  • ✓Every approval in hand before a machine touches the bank

We run our own excavators and skid steers, so the grading, the stone and the planting are one crew's work, with an owner on site every day.

We design to what the conservation authority and Parks Canada approve. If what you picture is a vertical armour stone wall at the waterline, you hear at the first visit what gets permitted instead, before you spend a dollar on drawings.

Shorelines on Gull Lake and the Minden lakes: what the permits allow

Who signs off

On land, the County of Haliburton's Shoreline Preservation By-law covers the first 20 metres back from the high water mark, and shoreline stabilization projects go to County staff before work starts. Below the high-water mark the lake bed is shore land under Ontario's Public Lands Act. The Ministry of Natural Resources issues a work permit for a new erosion control structure, for dredging or filling, and for a structure touching more than 15 square metres of shore land. A County or municipal permit does not replace the Ministry's. We prepare and file both.

What gets approved

Gull Lake is on the County of Haliburton's list of lake trout lakes, and the Minden Hills Official Plan names it as moderately sensitive to more shoreline development. Banks here are often a thin layer of soil over Shield rock, with tree roots doing most of the holding. Parks Canada lowers the Haliburton reservoirs through fall and winter to make room for spring melt, so ice and a shifting waterline work the same strip of bank each year. Mixed river rock on a gentle slope, with native plants rooted behind it, holds that strip.

The calendar

Gull Lake holds lake trout, and Fisheries and Oceans Canada closes in-water work on lake trout water from October 1 to May 31. Where bass share a lake, the spring closure runs to July 15, and the windows are combined. That leaves a short summer window for anything below the waterline. We file in winter and spring, so every approval is in hand when the window opens.

Shoreline restoration on Gull Lake and the Minden lakes: your questions answered

Who signs off on shoreline work on Gull Lake?

Usually two offices. The County of Haliburton for the 20 metre shoreline area under its Shoreline Preservation By-law, and the Ministry of Natural Resources for work below the high-water mark under the Public Lands Act. We confirm which apply at the site visit and file the applications.

When can in-water work happen on the Minden lakes?

Between the fish windows. On lake trout water, in-water work is closed from October 1 to May 31, and bass add a closure from May 1 to July 15 where they are present. Work above the waterline follows its own schedule once the County permit is in.

Does my lot actually reach the water?

Not always. A shore road allowance is a 20 metre strip measured from the water's edge, and unless a past owner bought it, the Township owns it. We check your survey before drawing anything, so the steps and stone sit on land you own.

Do I need a permit to fix my shoreline?

On the Kawartha lakes, almost always two. Parks Canada permits all work on the bed and waters of the Trent-Severn lakes, including shoreline stabilization, and the conservation authority permits work in its regulated area along the shore. We prepare and file both.

Can I put an armour stone wall at the water's edge?

Kawartha Conservation's published guidance steers away from hardened shorelines, meaning retaining walls, sheet piles and armour stone at the water's edge. What it recommends is river rock in mixed sizes on a 3:1 slope along the natural contour, native plants and a no-mow buffer. We design to that, and put armour stone where it earns its place: steps, seating walls and terraces up the bank.

When can the work happen?

On lakes that hold walleye and bass, which is most of the Kawarthas, Fisheries and Oceans Canada's timing window keeps in-water work off-limits from March 15 to July 15 while fish spawn. Parks Canada permits are valid for one year, so we file in fall or winter and schedule the build for the open window.

How long do the permits take?

Kawartha Conservation publishes its timelines: a streamlined permit is checked for completeness in 10 days and issued within 14 more, a standard minor permit in 14 plus 21 days. Parks Canada asks for applications several months before the start date. That is why fall is the time to start.

Can you take out an old wall?

Yes. Removing a failed timber, concrete or stone wall is shoreline work too, so it goes through the same permits, and the bank is re-sloped and planted where the wall stood.

How is a shoreline priced?

By the length of frontage, the slope, how machines and stone get to the water, and what the permits require. You get a written price after the site visit, with the permit work priced in the same quote.
